To fully use the potentialities and favorable conditions of the locality,  the provincial authorities of Lam Dong are calling for investment capital for phase 2000- 2001 from domestic and foreign investors, either individuals or business enterprises,  following the guideline "Equal profit sharing". The authorities will specially give priorities to projects invested in the following fields.

. 1- In agricultural production:

* Long- term industrial crops: prioritized projects on intensive farming, in diversifying high- grade and high- yield crop strains such as tea, coffee, cashew, mulberry trees,etc.

* Vegetables and flowers: prioritized projects on producing clean vegetables, on diversifying high- grade vegetable and flower strains that meet the global market's requirements. Specially prioritized projects applying biological technique and advanced production technology

2- In industrial production: prioritized projects on preserving associated with processing local agro- products for export such as vegetables, fruit, tea coffee,etc. Exploiting local traditional trades such as fine arts handcraft,  knitting, projects in high-tech industries such as precision electronics- machinery engineering assembling and projects in the software industry

4- In tourism:

Projects in tourist services,  ecological and cultural tours, convalescence tours, excursions, sight- seeing, outing trips through thick forests. Projects to create new tourist products.

5- In promoting import- export:

* manufacturing inland products to replace imports

* projects of which 80% or more products is for export.

6- In building socio-economic infrastructures:

* building roads, electricity power, water supply, especially for remote regions and regions of ethnic minorities.

* health service, education; water waste treatment and ecological protection.

LIST OF PROJECTS CALLING FOR INVESTMENT CAPITAL, PHASE 2000- 2001

1- Artichoke planting and processing:

- Locality: Dalat city, Lam dong province

- Target: planting 120- 150 ha of artichoke; building artichoke processing factories ( with such artichoke products as artichoke hard extract,  pills, tea,etc)

- Scale: USD 1,500,000.

- Capital source: funded by ODA and FDI

- Advantages: the climate and soil condition are suitable for growing artichoke; Dalat's peasants have experiecne in cultivating artichoke and are used to artichoke growing techniques.

2- Planting and manufacturing cinchona pharmaceutical products:

_ Locality: Dalat city, districts of Lam Ha, Don Duong, Di linh,Lam Dong province.

- Target: planting 350 ha of cinchona; building factories to manufacture pharmaceutical products from cinchona bark such as tonic medicine-wine, fever - relief pills, and cinchona extracts such as sulfate quinine, quinine Di chlohydrate, quinine chlohydrat quinine, etc.

- Total capital: USD 3,100,000

- Capital source: funded by ODA, FDI

- Advantages: cinchona is suitable to the natural conditions of Lam Dong, suitable areas for planting cinchona are available

3- Tea intensive farming and diversifying tea breed:

- Locality: Bao Lam Dilinh districts, Bao Loc town

- Articles:* clearing 4,000ha of virgin soil for new planting tea of new breeds

* Replacing 15,00ha of existing tea plantations with tea of new breed.

* Helping peasants to increase the yield of their existing 4,000 ha of tea through intensive farming techniques.

* Building and expanding the irrigation system and roads servicing the plantantations and processing export factories.

- Scale: US 83,000.000

- Form of investment: joint venture or 100% foreign owned

- Vietnamese partner: The tea company of Lam Dong.

- Mode of investment: the master projects can be divided into smaller projects with areas and capital suitable for the investors.

4- Developing high- yield cross- bred corn and building animal food processing factory:

- Locality: Duc Trong district,  Lam Dong province

- Form of investment: joint venture or 100% foreign owned

- Partner: The Lam Dong material and technical service company

- Product: Synthetic food for domestic animals

- Capacity of the factory: 30,000- 50,000 tons/year

- Capital: USD 1 - 1,500,000

5- Processing vegetables and fruit for export

- Locality: Dalat, Duc Trong, Don Duong

- Form of investment: joint venture or 100% foreign owned

- Vietnamese partner: a enterprise of Lam Dong

- Target: a processing factory with a capacity of 10,000 tons/year

- Scale: USD2.000.000/ 1 factory

- Consumer Market: mainly for export

6- Building an instant coffee processing plant:

- Locality: Districts of Duc Trong, Lam Ha, Di Linh, and Bao Loc town

- Form of investment: join venture or 100% foreign owned

- Vietnamese partner: a state enterprise of Lam Dong

- Target: building a processing factory with a capacity of 5,000tons/year

- Total capital: USD6,000,000

- Market: inland and for export.

- Advantage: a yield of 80,000- 90,000 tons of coffee beans annually.

7- A paper mill and paper pulp manufacturing factory:

- Locality: Districts of Bao Lam,  Bao Loc, Da Huoai, Da The

- Form of investment: joint venture or 100% foreign owned

- Target: building a factory with a capacity of 50,000- 100,000tons/year

- Advantage: Lam Dong is one of the provinces with great forestry product reserve. The forests cover a sizable area with various species, especially the family of bamboo and pines which are the very suitable materials for paper processing. In addition, this project is pursuant to the masterplan in developing paper industry approved by the government.

8- Building a silk bleaching, dying and printing factory

- Locality: Bao Loc town, Lam Dong province

- - Form of investment: join venture or 100% foreign owned

- Vietnamese partner: The Vietnam Mulberry and Silk Corperation.

- Capacity of the factory:

* Bleaching: 2,000,000 m of silk/year

* Dying: 1,500,000 m of silk/ year

* Printing: 1,500,000 m of silk/ year

- Capital: USD 8,000,000

- Advantage: a total 10,00 0 m site, a 8,000 m foundation and favorable infrastructure are available

9- Building a silk- knitting factory:

- Locality:Bao Loc town,  Lam Dong province

- Factory capacity: 1,500,000 m/year

Total capital: USD 5,000,000

- Advantage: material source, a 8,000m site, a 2,500 m foundation, infrastructure are available

10- Building a Spulsilk thread spinning factory:

- Form of investment: joint venture or 100% foreign owned

- Vietnamese partner: The Vietnam Mulberry and Silk Corporation.

- Capacity: 150 tons of Spulsilk thread/ year

- Total capital: USD 8,00,000

- Advantage: stable material source; a 8,000 m2 site, 4,500,000 m2 foundation, infrastructure are available.

11- Building a porcelain insulator manufacturer.

- Locality: Duc Trong district, Lam Dong province

- Form of investment: join venture or 100% foreign owned

- Vietnamese partner: State enterprises

- Capacity:50,000- 100,000 tons of pure kaolin/year

- Capital: USD1,200,000 ? 1,500,000

- Advantage: available source of local easily- exploited material

12- Building an exported- shoes- leather factory

- Locality: Bao Loc town or Da Lat city

- Form of investment: joint venture or 100% foreign owned

- Vietnamese partner: State enterprises

- Capacity: 2.000,000 pairs of shoes/ year

- Total capital:USD 2,500,000

- Market: for export.

13- Information industry and the soft ware production industry

- Locality:Dalat city, Lam Dong province

- Advantage:

* temperate climate

* qualified laborers: bachelors of information science from the university of Dalat, technical workers from the Lam Dong technical school sponsored by ADB

* near HCM City and other industrial centers of SoutheastVietnam.

- Target: developing the software production industry.

14- The Da Thien Lake tourist site

Da Thien Lake is 6km from downtown Dalat,covering a natural area of about 150ha, and surrounded with immense forests of pines of various species, which are the habitat of a great number of rare and precious birds and animals. A tourist attraction on its sore comprises several attractive tourist spots such as The Forest of Tender Love( Rung Ai An), The valley of Love (Thung lung Tình Yeu), etc. According to the master plan in the development of the tourist industry,  the DaThien lake site belongs to the tourist zone of the center of Dalat and its adjacent areas. The site, therefore, is prioritized to be invested and exploited.

The Da Thien lake site has many potentialities and prospects of development.Because of this, the Viet Nam Research and Development of Tourism Institute has made a master plan for the site.According to this plan,  the site will be built as a tourist complex with various forms of tourism such as excursions, sight- seeing, entertainment, sports, ecological and convalescence tours resort, etc.

- Locality: The Da Thien Lake and its surrounding areas.

- Partner: The Youth Tourist Company of DaLat (Cong ty TNNH du lich thanh nien Dalat)

- Form of investment: joint venture, co- operation

- Scale: roughly 150 ha

15- The Prenn tourist site:

- The Prenn Water Fall is located on the Prenn Pass,  next to National Highway 20, about 10km from downtown Dalat. Surrounding the site are immense forests if pines of very special species. Such forests are the habitat of many rare and precious birds and animals. The Prenn tourist site is prioritized to be invested and exploited.

- Locality: the Prenn site

- Project's owner: The tourist service company of Lam Dong (Cong Ty dich vu du lich Lam Dong)

- Form of investment: joint venture, co- operation, etc.

- Scale for phase 1: roughly 160 ha, Total capital:VND 40 billion, of which VND 6.9 billion is approved for the first phase.

* a 20,000 m2 field for infrastructure works.

16- Building Electronics-machinery engineering precision assembling factory:

- Locality: Dalat city, Lam Dong province.

- Scale: 15,000- 20,000 products/year.

- Capital: USD 1.5- 2 million.

- Market: domestic and international.

17- Constructing buildings for rent and for sale:

- Locality: Dalat city, Bao Loc town, Lam Dong province.

- Total area: 40,000- 100,000 m2.

- Investment capital: USD 6- 8.5 million

- Form of investment: joint venture or 100% foreign owned.

- Vietnamese partner: The Housing Business and Development of Lam Dong.

18- Restoring and upgrading the villa zone on Le Lai street:

- Locality: Dalat city, Lam Dong province.

- - Form of investment: joint venture or 100% foreign owned.

- Vietnamese Partner: The Tourist Company of Lam Dong.

- Target: renovating and upgrading the Le Lai site comprising 16 villas and their surroundings

- Investment capital: USD 3- 4 million.

- Business field: Hotel trading business and other services related to resort tourism

19- The Tuyen Lam Lake tourist site:

- Locality: Dalat city, Lam Dong province.

- Form of investment: joint venture or 100% foreign owned.

- Vietnamese partner: the Tourist Company of Lam Dong

- Investment capital: USD 100 million

- Target: hotel and restaurant trading businesses, ecological tourism, water tourism and other related services.

- Advantage: immense pine forests, picturesque scenery, 400 ha of water surface, only 5km from the center of Da lat,  easy assess.

20- Establishing a home-use water supply in BaoLam District:

- Locality: Loc Thang,  Bao Lam district, Lam Dong province.

- Target: newly established clean water supply system for residential areas of Loc Thang, Bao Lam district.

- Investment capital: USD 660,000

- Capital source: ODA

21- Supplying home-use water for the districts of Da Huoai, Da Yeh, and Cat Tien:

- Locality: urban and suburban areas of the districts of Da Huoai, Da Teh, and Cat Tien.

- Capacity:

* Da Houoai: 4,500 m3/dayand night

* Da Teh: 5,000m3/day and night

* Cat Tien: 3,000m3/ day and night.

- Total capital: USD 2,2000,000

22- Building a waste treating factory in DaLat:

- Locality: Dalat city, Lam Dong province.

- Target: daily gathering waste and manufacturing fertilizer serving agriculture and protecting agianst environment pollution.

- Capacity: 150- 200 tons of waste /day and night.

- Investment capital: USD 820,000- 1,000,000.

- Capital source: ODA  or FDI

23- Building and improving Bao Loc's waste water treating system:

- Locality: Bao Loc town, Lam Dong province.

- Target: treating home- use and industrial waste water in the urban areas of Bao Loc

- Capacity: 7,000- 12,000 m3/day

- Article: building 5 treating stations with a capacity of 1,000- 3,000 m3/day/station and a 2km water pipe in accordance with the standards of Aquades; building a drainage system along the roads in the center of the town.

- Investment capital: USD 2 million

- Capital source: ODA

24- Building a crematory in Dalat:

- Locality: Dalat, Lam Dong province; a 1.8 ha field on the Tam Tang Hill- Du Sinh cemetery

- Target: saving the burying expenses, saving land, and restricting environment pollution.

- Investment capital: USD 800,000.

- Capital source: ODA

- treating waste from the Lam Dong Hospital.

- building 2 supermarkets in Dalat and Bao Loc
